REQUEST FOR QUOTATIONS: THE IMPLEMENTATION OF A SKILLS PROGRAMME: ADVENTURE SITE GUIDE (NQF 4) FOR THE EASTERN CAPE PARKS AND TOURISM AGENCY QUOTATION NO. 65/16/17 

The Eastern Cape Parks & Tourism Agency is seeking the services of a service provider to submit proposals for THE IMPLEMENTATION OF A SKILLS PROGRAMME: ADVENTURE SITE GUIDE (NQF 4)

Mini bid documents outlining detailed specifications will be made available from Friday, 11 November 2016 free of charge and closing on Friday 18 November at 11h00 am. The documents can only be e-mailed to applicants upon request

 

THE IMPLEMENTATION OF A SKILLS PROGRAMME: ADVENTURE SITE GUIDE (NQF 4) FOR THE EASTERN CAPE PARKS AND TOURISM AGENCYTo roll out a Skills Program: Adventure Site Guide: Generic NQF 4. The objective is to equip local communities residing adjacent to ECPTA reserves with skills within the Conservation/Tourism Field. The program is designed and intended to be an occupational based, short term learning program, which when completed, will constitute credits towards a qualification registered on the National Qualifications Framework. Fifteen unemployed members will be trained for a period of 3 months; however implementation period is still not confirmed.

 

 

THE SCOPE OF WORK

 

An Accredited service provider is required to provide Training for the skills Program as follows;

•              Provider to be accredited by SAQA under a specific Adventure Site Guide skills program.

•              National Qualification Framework  Level = 4 Level Course

•              Maximum Credits = (60) which will covering areas which will enable learners to:

ü  Research and design a guided experience at a prominent tourism site

ü  Conduct a tourist guiding activity

ü  Manage and organize groups

ü  Lead participants through an outdoor recreation and adventure activity

ü  Plan and implement minimum environmental impact practices

ü  Set up and operate a camping site

ü  Minimize and manage safety and emergency incidents

ü  Customer care

 

Conduct a guided experience

•              15 UNEMPLOYED members to attend the training

•              Certification

•              Register learners in the National database

•              Submit Course Content for the program starting from induction till the end

(Induction conducted separately).

•              ECPTA will provide accommodation and catering

•              Suggested venue: Great Fish Nature Reserve (Alice) or   – venue to be confirmed

•              Facilitators to come on site

•              Dates to be confirmed

•              Duration of the course to be 3 months

Indicate Duration of the course with a detailed implementation plan

 

 

4.             COMPETENCY REQUIRED:

 

             Provide CV’s and certificates of the Facilitators.

             Provide CV’s and certificates of the Qualified or Registered Assessor/s (preferably CATHSSETA).

             Provide CV’s and certificates of the Qualified or Registered Moderator.

             Please make sure that the Mini-Bid Document is fully completed including all the Declarations.

             The attendance registers to be signed by each and every learner

             Please submit a detailed Report on completion of the Course.

 

EVALUATION CRITERIA:

 

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:

 

A two stage evaluation process will be employed. In Stage one, all bids received will be evaluated for functionality. Only service providers who meet the minimum criteria for functionality will proceed to Stage 2 where bids will be assessed for price and BBBEE Status Level in accordance with the Preferential Procurement Regulations of 2011.

 

STAGE 1- FUNCTIONALITY

Functionality will be assessed against the criteria and weightings specified in Table 1 below. Each criterion will be scored on relevant information submitted by the bidder. The allocated score will then be added together and bidder should acquire a minimum of 80% to proceed to the next stage.

NB: Only proposers who obtain 80 out of 100 points for functionality will qualify for evaluation in terms of price. All points scored by qualifying proposers in Stage 1 will not be taken into consideration for evaluation at Stage 2.
