| THE APPOINTMENT OF A SERVICE PROVIDER TO CONDUCT A STUDY ON SUSTAINABLE LIVELIHOODS IN THE WILD COAST FOR EASTERN CAPE PARKS AND TOURISM AGENCYEXPECTED DELIVERABLES:The successful service provider will be required to conduct a study on sustainable livelihoods for the Wild Coast communities and at least cover the following aspects:
• Identification of the existing and potential livelihoods for Manyube, Pagela, Nqabara, Dwesa-Cwebe, Silaka, Hluleka and Mkhambathi communities. • Identify and quantify resources required per livelihood opportunity • Categorize the opportunities in short, mid and long term • Identify capacity building needs required by the communities to realize their livelihoods • Identify the relevant Agencies and other Institutions that can provide resources • Visit the communities • Consult with relevant ECPTA officials, other institutions that worked with the Wild Coast Project and Community representative structures. • Upon completion of the study, a successful service provider is expected to produce a print ready report of the study with recommendations on sustainable methods to improve livelihoods of the Wild Coast communities • Report to the project manager fortnightly for verification of materials • The duration of the project is two months from the appointment date. • ECPTA will not be providing food or accommodation
Evaluation Criteria Points will be awarded in accordance with the Preferential Procurement Policy Framework Act, Act No. 5 of 2000 and its regulations of 2011 as follows:
A two stage evaluation process will be employed. In Stage 1 all quotes received will be evaluated for functionality. Only service providers who meet the minimum criteria of 60 points on functionality will proceed to stage 2 where quotes will be assessed for Price and B-BBEE Status Level in accordance with the Preferential Procurement Regulation of 2011. STAGE 1
NB: Only bidders who obtain a minimum score of 60 points and above for functionality (stage 1 evaluation) will qualify for evaluation in stage 2 and points for stage 1 will not be considered for evaluation in stage 2.
