QUOTATION NO. 127/16/17- TECHNICAL AND LEGAL SUPPORT FOR THE DECLARATION OF PROTECTED AREAS FOR THE EASTERN CAPE PARKS AND TOURISM AGENCY

REQUEST FOR QUOTATIONS: TECHNICAL AND LEGAL SUPPORT FOR THE DECLARATION OF PROTECTED AREAS FOR THE EASTERN CAPE PARKS AND TOURISM AGENCYQUOTATION NO. 127/16/17

 

The Eastern Cape Parks & Tourism Agency is seeking the services of a service provider to submit proposals for TECHNICAL AND LEGAL SUPPORT FOR THE DECLARATION OF PROTECTED AREAS FOR THE EASTERN CAPE PARKS AND TOURISM AGENCY

Mini bid documents outlining detailed specifications will be made available from   Friday, 17 February 2017 free of charge and closing on Friday, 03 March 2017 at 11h00 am. The documents can only be e-mailed to applicants upon request.

 

ObjectiveThe objective of this mini-bid is to appoint a suitable service provider to support the programme to collate the required data, rectify the boundary descriptions and meet the legal requirements for declaration of protected areas managed by the ECPTA.

 

Expected Deliverables

The service provider will be expected to carry out the following activities:

    • Field work to GPS and ground-truth boundaries and fence-lines of properties that need to be re-surveyed
    • Re-survey and consolidate all properties within each protected area boundary in order to produce consolidated protected area diagrams
    • Produce shape files and maps
    • Obtain the original survey diagram (or certified copies)
    • Production of updated SG diagrams where necessary
    • Check and rectify property descriptions
    • Obtain land ownership details of all the component properties
    • Access title deeds from the relevant Deeds Offices
    • Prepare documentation to register properties which have no or incomplete deeds information (draft notarial deeds / title deed endorsement and ancillary documents)
    • Notarial execution and lodgement

The service provider will be expected to deliver the following:

    • Shape files and SG diagrams for the properties / farm portions of the following protected areas:
      • In the Amathole District Municipality:
        • Fort Fordyce
        • Mpofu
        • Bosnek
        • Collywobbles
        • Morgan’s Bay to Double Mouth
      • In the Chris Hani District Municipality:
        • Tsolwana
      • In the Alfred Nzo District Municipality:
        • Ongeluksnek
    • Copies of title deeds for all the properties / farm portions
    • Documentation necessary to rectify the legal status and ownership details of the properties

 

COMPULSORY ATTRIBUTES OF THE BIDDER

  • Must be registered on the Centralised Supplier Database (CSD)
  • Must demonstrate ability and experience in the following technical areas:
    • GPS
    • GIS and mapping
    • Surveying and production of SG diagrams

EVALUATION CRITERIA

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:

 

A two stage evaluation process will be employed. In Stage one, all bids received will be evaluated for functionality. Only service providers who meet the minimum criteria for functionality will proceed to Stage 2 where bids will be assessed for price and BBBEE Status Level in accordance with the Preferential Procurement Regulations of 2011.

 

STAGE 1

Functionality will be assessed against the criteria and weightings specified in Table 1 below. Each criterion will be scored on relevant information submitted by the bidder. The allocated score will then be added together and bidder should acquire a minimum of 70% to proceed to the next stage.

 

 

FUNCTIONALITY

The below mentioned criteria will guide the evaluation of functionality / technical phase and bidders who score less than 70% in this phase will be disqualified for the next phase of evaluation.

NB: Only proposers who obtain 70 out of 100 points for functionality will qualify for evaluation in terms of price. All points scored by qualifying proposers in Stage 1 will not be taken into consideration for evaluation at Stage 2.
