Quotation No. 136 /16/17 – Tourism analysis in relation to tourism reserve development and capacity for revenue generation for the Eastern Cape Parks & Tourism Agency

The Eastern Cape Parks & Tourism Agency (ECPTA) hereby invites service providers to submit quotations for the Tourism Analysis in relation to Tourism Reserve Development and Capacity for revenue generation for the ECPTA .

Mini bid documents outlining detailed specifications will be made available from Friday, 03 March 2017 free of charge. The documents can only be e-mailed to applicants upon request.

EVALUATION CRITERIA

A two stage evaluation process will be employed. In Stage 1 all quotes received will be evaluated for functionality. Only service providers who meet the minimum criteria for functionality will proceed to stage 2 where quotes will be assessed for price and B-BBEE Status Level in accordance with the Preferential Procurement Regulation of 2011.

STAGE 1: Functionality

Bidders must provide sufficient proof/documents to justify awarding the above points, and such proof should include details of contactable references as per the Evaluation Criteria below.

NB: Bidders must provide sufficient proof/documents to justify awarding the

above points. The more bidders are able to demonstrate requirements of

this assignment, the more points will be allocated to a maximum score.

NB: Only proposers who obtain 70 out of 100 points for functionality will qualify for evaluation in terms of price. All points scored by qualifying proposers in Stage 1 will not be taken into consideration for evaluation at Stage 2.

Special Conditions of the Quotation

  • The ECPTA does not bind itself to accept the highest bid or any other bid and reserves the right to accept the whole or part of the bid.
  • A service level agreement shall be signed with the successful service provider.
  • ECPTA will not be held responsible for any costs incurred by the service provider in the preparation and submission of this quotation.
  • ECPTA reserves the right to terminate the contract if not satisfied with the work produced by the service provider. Only bidders that have met the requirements of the proposal/specification shall be considered during the adjudication process;
  • Companies that bid as joint venture must submit an official signed business agreement by both parties. If the service provider does not meet this requirement it will be automatically disqualified;

The ECPTA Bid Committee and the Supply Chain Management Unit may, before a bid is adjudicated or at any time during the bidding process, oblige a bidder to substantiate any claims it may have made in its bid documents.

Quotations should be submitted in an envelope clearly marked “as per above table” and should be deposited in the tender box, situated at 17-25 Oxford Street, East London. The closing time for submission of tender offers is 11h00 on the 10 March 2017. Telephonic, Telegraphic, Facsimile, Emailed and Late Tenders will not be accepted.

Tenders may only be submitted on the tender documentation that is issued.
