QUOTATION NO. 01/17/18- THE APPOINTMENT OF A FIXED ASSET REGISTER REVIEW CONSULTANT FOR THE EASTERN CAPE PARKS AND TOURISM AGENCY

REQUEST FOR QUOTATIONS: THE APPOINTMENT OF A FIXED ASSET REGISTER REVIEW CONSULTANT FOR THE EASTERN CAPE PARKS AND TOURISM AGENCY QUOTATION NO. 01/17/18 The Eastern Cape Parks & Tourism Agency is seeking the services of a service provider to submit proposals for THE APPOINTMENT OF A FIXED ASSET REGISTER REVIEW CONSULTANT

Mini bid documents outlining detailed specifications will be made available from  Thursday, 13 April 2017 free of charge and closing on Friday, 21 April 2017 at 11h00 am. The documents can only be e-mailed to applicants upon request.

 

BackgroundThe ECPTA is a Schedule 3C public entity in terms of the Public Finance Management Act (PFMA). Services of a competent person to provide strategic support to the Chief Financial officer of the ECPTA are required.

 

The Eastern Cape Parks and Tourism Agency wish to appoint a suitable service provide to conduct fixed asset register review for 2017/2018 Financial year in order to comply with GRAAP.

 

A successful service provider is required to provide ECPTA with the services as listed in the scope of work below.

 

  • Scope of the Work

 

  • Review the Fixed Asset Register ( FAR), PASTEL system
  • Consider appropriates of descriptions and categorizations
  • Consider remaining useful life appropriateness
  • Review to ensure overall GRAAP compliance
  1. To review the estimated current values, replacement costs and useful live of Buildings and other immovable assets
  2. Identify assets with zero carrying amount/value on FAR and still in use – estimate the extended useful life of these assets
  3. Preparation of reconciliation between asset register and general ledger
  4. Identify assets with duplicate asset numbers
  5. Data integrity – Review, quality control and data integrity
  6. Propose a plan or assets management strategy aimed at minimising audit findings and risks.

 

  • Competency Required

 

The proposed incumbent must possess an extensive financial management experience with the following key requirements;-

 

Skill Set/ Qualifications/Job Essentials:

 

  1. Sound knowledge of the PFMA, GRAAP, Asset Management Principles and Treasury Regulations
  2. Relevant Finance Post Graduate Degree;
  3. Membership with a reputable professional organization;
  4. Excellent technical financial ability;
  5. 10 years of financial management and business analysis experience;
  6. Excellent analytical and business planning abilities;
  7. Knowledge of Pastel Evolution;
  8. Good numerical skills;
  9. Excellent interpersonal skills;
  10. Communication skills;

 

NB: Service Providers are to provide 1 CV of the recommended candidate to do the Review. Failure to provide a CV will automatically disqualify the bidder. Bidders who do not meet the requirements above will also be disqualified.

 

  • Starting date:

 

–          Successful candidate /company to assume duty on the following:

o   First Review: 24 of April 2017 and end on the 28 April 2017. (40 hours)

 

NB: Dates may change. This will be discussed with the successful bidder

 

BIDDERS SHALL TAKE NOTE OF THE FOLLOWING BID CONDITIONS:

 

·         The Eastern Cape Parks and Tourism Agency Supply Chain Management Policy will apply;

·         Bidders must be registered with the Treasury Central Supplier Database (CSD)

·         Eastern Cape Parks and Tourism Agency does not bind itself to accept the highest bid or any other bid and reserves the right to accept the whole or part of the bid;

·         Bids which are late, incomplete, unsigned or submitted by facsimile or electronically will not be accepted;

  • The following documents must be submitted with the tender document:

Ø  A copy of your CSD summary Report

Ø  Company Profile

Ø  Certified Copy or an original B-BBEE Certificate OR a Sworn Affidavit

Ø  Companies who bid as a joint venture must submit a consolidated B-BBEE Verification Certificate only for this bid.

  • Bids submitted are to hold good for a period of 90 days
