ECPTA hereby invites quotations for the SUPPLY AND DELIVERY OF GROCERIES FOR THE EASTERN CAPE PARK & TOURISM AGENCY FOR A PERIOD OF 36 MONTHS (3 YEARS) WITH AN OPTION TO EXTEND FOR 12 MONTHS (1 YEAR) Please refer to the attached Specifications for details.
NB: It is important that ALL detailed information on required is furnished in full. Failure to comply will render your quotation liable to rejection, as late and incomplete quotations cannot be considered.
EVALUATION OF QUOTATIONSÂ
PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:
Stage 1- Pre-requisites
- A product catalogue of goods provided by your company
- Bidders must submit proof of business location in relevant municipality. Proof of address must be submitted in one of the following documents:
- Lease Agreement,
- Utility Bill,
- Municipal Rates clearance, or
- Municipal Account
- Acceptability for Food Premises from your Local Municipality. Certificates for the following premises:
- Butchery / Bakery / Fruit and Veg / Supermarket (Where applicable for a retail store)
- Proof of pictures of the building (depicting company name as tendered), tills and equipment.
- Company organogram
NB: Failure to provide proof of the above will result in the bidder being disqualified and will not be taken into consideration for evaluation in Stage 2
STAGE 2- LOCAL PRODUCTION AND CONTENT
- Bidders must declare the local production and content as per the requirement of SBD 6.2
- The minimum requirement threshold for Local Production and Content is 80% for Canned / Processed Vegetables as detailed in the Pricing Schedule and in SBD 6.2
- NB: Bidders who comply with the local content threshold will be evaluated for price and B-BBEE.
- Bidders who fail to obtain the minimum local content threshold will be rejected and not evaluated further.
- Bidders must submit a fully completed annexure C,D and E local content declaration forms.
STAGE 3- PRICE & B-BBEE
Price and B-BBEE points will be calculated as described in the Preferential Procurement Regulations of 2017. SBD 6.1 form must be used to claim B-BBEE Status level of the company.

NB: Certified copy or original B-BBEE Status Level Verification Certificate/ Sworn Affidavit must be submitted to substantiate B-BBEE Status claimed. When such certificate is not provided as proof the company will automatically score zero.
Quotation documents will be available from the 01 November 2019 free of charge. Documents can only be emailed to applicants upon request.
Sealed Quotations endorsed on the envelope with the Tenderer’s name and the Quotation Number shall be deposited in the formal Tender Box situated in the ECPTA offices at 17-25 Oxford Street, Corner of Fleet and Oxford Street, East London CBD, East London or posted so as to reach The Chief Executive Officer, P.O. Box 11235, Southernwood, East London, 5213 in sufficient time for it to be placed in the Tender Box before the closing time of 11h00 on the closing date i.e. 02 December   2019.
