1. BACKGROUND
The National Department of Tourism, through its Working for Tourism Programme funds rural communities through the provision of tourism facilities such as; guest houses, lodges, resorts, conference facilities and tourism visitor information centres.
Qatywa Ocean View Lodge is a newly build Tourism establishment consisting of eleven beds (3x 2 bed chalets and 5 bed units). This beautiful establishment is just a stone throw away from the ocean (70 meters from the beach and 50 meters from the lagoon). Qatywa ocean view lodge is 150 kilometres from Umtata and 100 Kilometre from Eliotdale / Xhora via N2, Mqanduli and Xhora. It is nested 70 metres form the ocean and 50 metres from the Lagoon. The establishment has a vast open space to fit a Marquette and boost of the following amenities
• 85 Seaters conference facilities
• 82 Restaurant seaters
• A reception building
• Parking
• Jungle gym for kids or kids play area
• 150 000 liters of water storage
• Two back-up generators one to service the restaurant and conference facilities and the second one for the accommodation facilities.
NDT funds the structure and all equipment that will be needed to produce an effective complete tourism product. Equipment can be identified as the following:
• All dining Utensils;
• Beds, Linens
• Bathroom Essentials
• Television Sets, DSTV Decoders and Connections
• Laundry Equipment
• Dining Equipment (Restaurant Chairs, Tables, Table Cloths,)
• Reception Equipment (Couches, Carpets, Pictures)
• Office Equipment (Computers, Safety Systems, Network Points, Administrative equipment)
• Industrialized Kitchen Equipment

• All interior décor for the facility
• Landscaping
• Conference facility equipment (overhead projector, charts etc)
The establishment is still under construction and the project manager from the department is responsible to oversee the construction onsite, and it will reach its practical completion in June 2025.The establishment will be handed over to the trust once its reach works completion.
2. OBJECTIVES
NDT requires the services of a hospitality management company engaged in the business of operating tourism facilities of this nature to enter into an agreement determined by both parties (operator and owning agency) to operate the WFT funded facilities on behalf of the owning agency.
3. MINIMUM REQUIREMENTS FOR MANAGEMENT COMPANY
• Operator Must be based in South Africa,
• The operator Must have financial resources available
• The operator will be required to propose an amount to be invested in the business
• Must be registered legally
• Must have a minimum of five (5) years’ experience in management of tourism businesses and hospitality industry and experience in dealing in community-based tourism/ community owned businesses.
• Must be willing to enter into a partnership with a community trust.
• The operator will be required to propose on the expansion of the facility in terms of the number of rooms from the current.
• The operator must be in good standing with South Africa’s leading financial institutions
• Must have valid VAT and tax clearance certificate
4. SCOPE OF WORK/DELIVERABLES
The owning agency and NDT require a proposal from a reputable hospitality operator that includes the following components:
• A detailed and clear discussion of the proposed operating model for the project. This should include details on:
o Operational plan, including reference to any systems that will be made use of
o Marketing strategy and plan
o Maintenance plan
o Human resources plan
o Financial management and projections
• Company Profile (including company experience in relation to the project)
• Demonstrate competency with regard to operating and management a facility of this nature

• Community Beneficiation (Skills Transfer, Mentorship and Community Support in general)
• Registration of a legal entity that with a dedicated bank account
• Suggested Partnership agreement (profit sharing)
• Project Cash Flow
• Project Implementation Plan
• List of key positions and persons who are expected to fill these positions (CV’s and experience will be evaluated)
• Future Expansion
• Composition of review committee to monitor performance
• Audited Financial Statements for three (3) financial years must form part of the proposal
5. TIME FRAME/CONTRACT DURATION
The duration of the agreement will be agreed upon by the owning agency and the appointed management company.
6. EVALUATION PROCEDURE
Upon receipt of proposals, the committee will review all proposals and shortlist suitable companies.
The shortlisted companies will be requested to make a presentation to the committee. Based on the recommendation of the committee, the successful company will be notified telephonically and provided with an appointment letter the owning agency. Compulsory briefing session and the viewing of the site will be held on the 13 June 2025 at 11H00, Venue: Qatywa Ocean View Lodge. The proposal can be drop at Amathole district municipality, Mbashe local municipality or Eastern Cape Parks and Tourism Agency (ECPTA). The closing date is on the 04 of July 2025 12:00 pm. Terms and Conditions
• For all non-specialized jobs, locals will be prioritized in feeling those positions. Nonprofessional or specialized skills beneficiaries will be employed from the community
• If an operator replaces an assert of the project, the asserts remain the asserts of the establishment.
• If the operator is replacing any asset at the establishment, it must be of the same standard, quality or better. Then the asset will be a property of the establishment and the Trust.
