The Eastern Cape Parks & Tourism Agency is seeking the services of a service provider to submit proposals for IMPLEMENTATION OF A PROJECT MANAGEMENT CERTIFICATE: (NQF LEVEL 5) Mini bid documents outlining detailed specifications will be made available from Friday, 20 January 2017 free of charge and closing on Friday, 27 January 2017 at 11h00 am. | OBJECTIVEThe program is aimed at candidates who will be involved in the implementation, managing and leading of projects within different working environments. Participants will acquire an understanding of concepts of Project Management and will be able to plan and organize projects. Six employed members will be participating for a period of 1year; however implementation period is still not confirmed.
THE SCOPE OF WORK
An Accredited service provider is required to provide Training for the Project Management as follows; · Provider to be accredited by SAQA under a specific Project Management program: (58395). · National Qualification Framework Level = 5 Level Course · Maximum Credits = (120) which will covering areas which will enable learners to: Manage a simple to moderately complex project whilst: Operate in a project context in a variety of routine and non-routine context, under General supervision Select from a wide choice of procedures ranging from standard and non-standard Take full responsibility for the nature, quantity and quality output Take responsibility for group output as required/possible Show possession of a wide range of scholastic and/or technical skills applicable in the field of Project Management. Demonstrate a broad knowledge base of Project Management with substantial depth in some areas. · 6 EMPLOYED members to attend the training · Certification · Submit Course Content for the program. · Suggested venue: Institution of Higher Learning within the Eastern Cape · Institution to provide meals · Dates to be confirmed · Duration of the course to be 1 year · Indicate Duration of the course with a detailed implementation plan
1. COMPETENCY REQUIRED: v Provide CV’s and certificates of the Facilitators. v Provide CV’s and certificates of the Qualified or Registered Assessor/s (preferably CATHSSETA). v Provide CV’s and certificates of the Qualified or Registered Moderator. v Please make sure that the Mini-Bid Document is fully completed including all the Declarations. v The attendance registers to be signed by each and every learner v Please submit a detailed Report on completion of the Course.
EVALUATION CRITERIA PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:
A two stage evaluation process will be employed. In Stage one, all bids received will be evaluated for functionality. Only service providers who meet the minimum criteria for functionality will proceed to Stage 2 where bids will be assessed for price and BBBEE Status Level in accordance with the Preferential Procurement Regulations of 2011.
STAGE 1 Functionality will be assessed against the criteria and weightings specified in Table 1 below. Each criterion will be scored on relevant information submitted by the bidder. The allocated score will then be added together and bidder should acquire a minimum of 70% to proceed to the next stage.
FUNCTIONALITY The below mentioned criteria will guide the evaluation of functionality / technical phase and bidders who score less than 70% in this phase will be disqualified for the next phase of evaluation.

| STAGE 1- FUNCTIONALITY
NB: Only proposers who obtain 70 out of 100 points for functionality will qualify for evaluation in terms of price. All points scored by qualifying proposers in Stage 1 will not be taken into consideration for evaluation at Stage 2.
STAGE 2- PRICE and B-BBBEE
Bidders should take note that submissions are subject to functionality scoring as detailed in the mini-bid document.

| Quotations should be submitted in an envelope clearly marked “Quotation No. 03/16/17- IMPLEMENTATION OF A PROJECT MANAGEMENT CERTIFICATE: (NQF LEVEL 5) and should be deposited in the tender box, situated at 17-25 Oxford Street(Cnr of Fleet & Oxford). The closing time for submission of tender offers is 11h00am on 27 January 2017. Telephonic, Telegraphic, Facsimile, Emailed and Late Tenders will not be accepted.
