REQUEST FOR QUOTATIONS: OCCUPATIONAL HEALTH AND SAFETY REPRESENTATIVE TRAINING COURSE – NQF LEVEL 4  FOR THE EASTERN CAPE PARKS AND TOURISM AGENCYQUOTATION NO. 103/16/17 

The Eastern Cape Parks & Tourism Agency is seeking the services of a service provider to submit proposals for OHS REPRESENTATIVE TRAINING COURSE – NQF LEVEL 4  FOR THE EASTERN CAPE PARKS AND TOURISM AGENCY

Mini bid documents outlining detailed specifications will be made available from   Friday, 27 January 2017 free of charge and closing on Friday, 03 February 2017 at 11h00 am. The documents can only be e-mailed to applicants upon request.

 

THE OBJECTIVEThe Eastern Cape Parks & Tourism Agency is seeking a SETA Accredited Training provider who is registered with SAQA or approved by a relevant Education and Training Authority to implement an Occupational Health and Safety Representative Training. The learners should receive a “Competency Certificate” after the completion of the training programme. A competency certificate must pitch at NQF Level 4.

 

THE SCOPE OF WORK

 

An accredited service provider is required to provide OHS Rep. Training Course and the specifications are as follows:-

 

·         The List of Candidates consists of the Nature Conservators and Field Rangers as follows:-

 

= Twelve (12) candidates for the OHS Rep. Training Course.

 

·         Provide us with the Course Content or Outline covering the following aspects:-

 

1.         Policies and regulations for Health & Safety in the workplaces.

2.         Step by step guide on how to conduct Accident and Incident investigation.

3.         Internal Health and safety audits.

4.         Health and safety committee establishment and roles and responsibilities for the committee.

5.         Hazard identification.

6.         Investigation of complaints relating to health and safety.

7.         The training provider should be accredited to conduct the training at NQF Level 4.

8.         Submit a progress report at the end of the training.

9.         Assessment of the candidates should be conducted and certificates of competency be issued.

10.       ECPTA will provide venue and catering for the candidates.

 

·         Demonstrate your knowledge of the Occupational Health & Safety Act (Act No. 5 of 1993).

·         Indicate the Number of Credits per unit standard.

·         Provide proof of Accreditation.

·         Registered Assessor / Moderator.

·         Submit Company Profile with references to justify your work experience to this particular Training.

·         Duration: 5 Days

·         There must be some photos taken with a date indicated during the training.

·         Indicate your Suggested Date with a detailed Implementation Plan.

·         Provision for those who might fail the Course.

·         Issue Competency Certificates for the candidates.

·         ECPTA will provide its own Venue and Catering for the Course.

 

COMPETENCY REQUIRED:

 

·         Provide CV’s and certificates of the Facilitators.

·         Provide CV’s and certificates of the Qualified or Registered Assessor/s.

·         Provide CV’s and certificates of the Qualified or Registered Moderator.

·         Please make sure that the Mini-Bid Document is fully completed including all the

·         Declarations.

·         Indicate your Suggested Date, Duration being a 5 Day OHS Representative Course and must be February 2017.

·         The attendance registers to be signed by each and every learner.

·         Please submit a detailed Assessment and Outcomes Report on completion of the Course.

·         N.B. quotations must be inclusive of training and travelling costs for the Course.

 

 

 

 

 

 

EVALUATION CRITERIA

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:

 

A two stage evaluation process will be employed. In Stage one, all bids received will be evaluated for functionality. Only service providers who meet the minimum criteria for functionality will proceed to Stage 2 where bids will be assessed for price and BBBEE Status Level in accordance with the Preferential Procurement Regulations of 2011.

 

STAGE 1

Functionality will be assessed against the criteria and weightings specified in Table 1 below. Each criterion will be scored on relevant information submitted by the bidder. The allocated score will then be added together and bidder should acquire a minimum of 70% to proceed to the next stage.

 

 

FUNCTIONALITY

The below mentioned criteria will guide the evaluation of functionality / technical phase and bidders who score less than 70% in this phase will be disqualified for the next phase of evaluation.

NB: Only proposers who obtain 70 out of 100 points for functionality will qualify for evaluation in terms of price. All points scored by qualifying proposers in Stage 1 will not be taken into consideration for evaluation at Stage 2.
