| ObjectiveThe objective of this tender is to appoint a suitable service provider to evaluate and make recommendations on approx 37 appeals received in response to a recent job grading process undertaken by the ECPTA.
Specifications and Pricing: Approximately thirty seven (37) job evaluation appeals are to be undertaken in terms of the Paterson Job Evaluation system in accordance with the ECPTA job evaluation policy. Bidders are to take note of the following: · All required documentation including Organisational Plans, Organogram and existing Job Profiles for each appellant will be supplied to the successful bidder. · Appeals range from A to D levels. · The positions form part of the ECPTA appeal process and therefore any individual/organization that evaluated positions for the ECPTA during 2016 will be excluded from this process. · During the job evaluation appeal process the ECPTA commits to make available the service of any appellant/direct report required to be interviewed in the process if required to obtain clarity and alignment · The service provider must undertake the job analysis process and present the results of each position to an ECPTA Job Evaluation Appeal Panel that includes Union Representatives. · The successful bidder may be required to present a summary of the results to the Manco, HR & Remuneration Committee and ECPTA Board after which a feedback session to the Appeals Committee might be required. The cost thereof must be stated separately. · The rate per unit must be clearly stated. · A training workshop session on the Paterson Job Evaluation system is to be conducted prior to the appeal process so as to equip the Job Evaluation appeal committee – 22 persons. · The cost of travel, accommodation, meals, car hire and any other sundry expenses must be included in the quotation.
NB: The Successful bidder must be available to commence work as soon as possible with the entire process having been concluded by end February 2017 noting that the Board of Directors meeting will take place in March 2017.
EVALUATION CRITERIA PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:
A two stage evaluation process will be employed. In Stage one, all bids received will be evaluated for functionality. Only service providers who meet the minimum criteria for functionality will proceed to Stage 2 where bids will be assessed for price and BBBEE Status Level in accordance with the Preferential Procurement Regulations of 2011.
STAGE 1 Functionality will be assessed against the criteria and weightings specified in Table 1 below. Each criterion will be scored on relevant information submitted by the bidder. The allocated score will then be added together and bidder should acquire a minimum of 70% to proceed to the next stage.
FUNCTIONALITY The below mentioned criteria will guide the evaluation of functionality / technical phase and bidders who score less than 70% in this phase will be disqualified for the next phase of evaluation. |

STAGE 1- FUNCTIONALITY
NB: Only proposers who obtain 70 out of 100 points for functionality will qualify for evaluation in terms of price. All points scored by qualifying proposers in Stage 1 will not be taken into consideration for evaluation at Stage 2.
STAGE 2- PRICE and B-BBBEE
Bidders should take note that submissions are subject to functionality scoring as detailed in the mini-bid document.
