The Eastern Cape Parks & Tourism Agency is seeking the services of a service provider to submit proposals for FIREARM COMPETENCY TRAINING (FULL COURSE): BASIC NQF LEVEL 3 & REFRESHER COURSE FOR THE EASTERN CAPE PARKS AND TOURISM AGENCY Mini bid documents outlining detailed specifications will be made available from Thursday, 8 December 2016 free of charge and closing on Thursday, 15 December 2016 at 11h00 am. | THE OBJECTIVE
The Eastern Cape Parks & Tourism Agency is seeking a SETA Accredited Training provider who is registered with SAQA or approved by a relevant Education and Training Authority to implement Firearm Competency Training (Full Course). Learners should receive a “Competency Certificate” after the completion of the training programme.
THE SCOPE OF WORK
An Accredited service provider is required to provide Firearm Competency Training and the specifications are as follows:-
– The List of Candidates consists of the Reserve Managers, Nature Conservators and Field Rangers for both the Refresher and Full Course as follows:- = Fifty Two (52) candidates for Firearm Competency Training: Full Course. = One Hundred and Twenty One (121) candidates for the Refresher Course: Firearm Competency. (One Day) – Provide us with the Course Content or Outline covering the five (5) Unit Standards:-
1. Unit Standard 117705 – Knowledge of the Firearm Control Act (Act No. 60 of 2000) ENTRY LEVEL. 2. Unit Standard 119649 – Handle and Use a Handgun. 3. Unit Standard 119650 – Handle and Use of a Self-Loading Rifle and Carbine. 4. Unit Standard 119651 – Handle and Use a manually operated Rifle and Carbine. 5. Unit Standard 119652 – Handle and Use a Shotgun.
– Demonstrate your knowledge of the Firearms Control Act 2000 (Act No. 60 of 2000). – Indicate the Number of Credits per Unit Standard. – Provide proof of Accreditation (Both the Training and Shooting Range). – Indicate where your “licensed” Shooting Range is. – Registered Assessor. – NQF aligned. v Submit Company Profile with references to justify your work experience to this particular Training. v There must be some photos taken with a date indicated during the training. v Indicate your Suggested Date with a detailed Implementation Plan. v Provision for those who might fail the Course. v Issue Certificates for the candidates. v Provide Catering and your own Venue for the Course. v Duration of the Course = 4 Days
COMPETENCY REQUIRED:
v Provide CV’s and certificates of the Facilitators. v Provide CV’s and certificates of the Qualified or Registered Assessor/s. v Provide CV’s and certificates of the Qualified or Registered Moderator. v Please make sure that the Mini-Bid Document is fully completed including all the Declarations. v The attendance registers to be signed by each and every learner. v Please submit a detailed Report on completion of the Course.
EVALUATION CRITERIA PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:
A two stage evaluation process will be employed. In Stage one, all bids received will be evaluated for functionality. Only service providers who meet the minimum criteria for functionality will proceed to Stage 2 where bids will be assessed for price and BBBEE Status Level in accordance with the Preferential Procurement Regulations of 2011.
STAGE 1
FUNCTIONALITY The below mentioned criteria will guide the evaluation of functionality / technical phase and bidders who score less than 80% in this phase will be disqualified for the next phase of evaluation.
NB: Bidders must provide sufficient proof/documents to justify awarding the above points, and such proof should include details of contactable references to Evaluation Criteria (Stage 1) below.

| STAGE 1- FUNCTIONALITY
NB: Only proposers who obtain 80 out of 100 points for functionality will qualify for evaluation in terms of price. All points scored by qualifying proposers in Stage 1 will not be taken into consideration for evaluation at Stage 2.
STAGE 2- PRICE and B-BBBEE
Bidders should take note that submissions are subject to functionality scoring as detailed in the mini-bid document.
