TENDER NOTICE AND INVITATION TO TENDER

 

BID 06/FY/15: CONSTRUCTION OF A NEW CONFERENCE CENTRE AT CAPE MORGAN NATURE RESERVE

It is estimated that tenderers should have a CIDB contractor grading of 6GB or higher.

Bid documents outlining detailed specifications will be made available from the 28th July 2014 upon payment of a Non-refundable fee of R350.00 per document. The documents can be obtained from the offices of Eastern Cape Parks and Tourism Agency, situated at No. 6 St Marks Road, Southernwood, East London, or by electronic transfer to the following account: “Eastern Cape Parks and Tourism Agency, Nedbank, Branch number – 126317, Account Number –1021541737,” Bidders who pay by electronic transfer must use the bid number as a reference i.e. TENDER NO and fax proof of payment to 086 208 0595 prior to the collection of the bid documents. Bid documents will also be made available at the site briefing session upon presentation of a proof of payment. No cash will be accepted at the briefing session. 

The compulsory site briefing sessions will be conducted as follows

Failure to attend the compulsory briefing session will result in immediate rejection of the bid.

POINTS WILL BE AWARDED IN ACCORDANCE WITH THE PREFERENTIAL PROCUREMENT POLICY FRAME WORK ACT (PPPFA) of 2011 AND ITS REGULATIONS AS FOLLOWS:

NB: Only bidders who obtain a minimum score of 75 points and above out of the 100 points for functionality (stage 1 evaluation) will qualify for evaluation in stage 2 and points for stage 1 will not be considered for evaluation in stage 2.

Completed bid documents accompanied by all necessary documents are to be placed in a sealed envelope with the bid name and number (as given above) clearly written in an envelope. All bids must be deposited in the Tender Box, at the offices of the Eastern Cape Parks and Tourism Agency at No.6 St Marks Road, Southernwood, East London, 5200, by not later than 11h00 am on the 25th August 2014, at which time the bids will be opened in public.

Bidders shall take note of the following bid Conditions:

a)     Bidders shall be registered with Construction Industry Development Board (CIDB) and should have minimum CIDB               Contractor grading as per the required grade stipulated above.

b)    It is a requirement of this bid that the successful contractor must subcontract at least 8% of the work to a local SMME(s). This requirement will be tested and all bidders who fail to comply will be regarded as non-responsive.

c)  Eastern Cape Parks and Tourism Agency Supply Chain Management Policy will apply.

d)  The valid original Tax Clearance Certificate must be submitted with the bid documents.

e)  CIPRO Certificate / shareholders certificate showing ownership details must be submitted.

f)    Original or certified copy of B-BBEE Status Level Certificate must be submitted in order to claim preferential points.

g)   Preference will be given to bidders who comply with ECPTA Supply Chain Management Policy.

h)   Preferential Procurement Policy Framework Act (PPPFA) principles shall apply, whereby bids will be evaluated according to the provisions of that Act and the Public Finance Management Act (PFMA) Sections 36 and 49.

i)      ECPTA does not bind itself to accept the lowest bid or any bid and reserves the right not to accept the whole           or part of the bid.

j)      Bids submitted are to hold good for a period of 90 days.

k)     Bids that are late, telegraphic, facsimiled or e-mailed will not be accepted.

l)      Canvassing with ECPTA officials shall disqualify a Tender.
