BID NO.18/FY/24 – REFURBISHMENT OF NUWEKLOOF STAFF ACCOMMODATION AT BAVIAANSKLOOF WORLD HERITAGE SITE

The Eastern Cape Parks and Tourism Agency (ECPTA) invites contractors to submit bids for the refurbishment of Nuwekloof Staff Accommodation at Baviaanskloof World Heritage Site.

Tenderers should have a CIDB contractor grading designation of 3CE ONLY. Tenderers with designated grading higher or lower than 3CE will not be considered.

The Tender documents will only be obtainable as from the 14th of December 2023 and should be downloaded from  the following websites: www.visiteasterncape.co.za/procurement/request for tender; or www.ectreasury.gov.za; or visit e-tender portal at www.etenders.gov.za

A compulsory briefing meeting would be held on site at Baviaanskloof World Heritage Site (Western Section) on the 19th of January 2024 at 12h00 noon. GPS Co- ordinates: 33°31’ 31.4”S    23°38’57.9” E

Bids will be evaluated in three stages. In Stage 1 bids will be evaluated on compliance with bid requirements. Bidders who comply with all the requirements of Stage 1 will be evaluated on Stage 2 for Price and Specific goals utilizing 80/20 Preference Point System. In Stage 3, bids will be evaluated on risk.

Stage 1: Compliance with bid requirements

Bidders must comply with the set of compliance requirements listed below:

  • Compulsory briefing
  • CIDB: Grade 3CE ONLY
  • Company Experience
  • Methodology
  • Team Capability
  • Availability of Plant and Equipment

Failure to comply with any of the above requirements will lead to immediate rejection of the bid.

Stage 2: Price and Specific Goals

Price and specific goals points will be calculated as described in the Preferential Procurement Regulations of 2022. SBD 6.1 form must be used to claim points for specific goals for the company. A copy of CSD report, Medical Certificate and Proof of Address must be submitted as proof of specific goals.

Stage 3: Risk Assessments

In addition to the evaluation of responsiveness, a risk analysis will be performed on the tenderers having the highest points to ascertain if any of the following, as relevant, present an unacceptable commercial risk to the employer in terms of:

  1. Unduly high or unduly low tendered rates or amounts in the Tender offer. In this regard, a financial risk analysis will be performed to verify that the rates entered in the Bill of Quantities are reasonable and balanced. Bids may be disqualified if Tendered rates are found to be distorted. Such evaluation will include “Rate Only” items.

Sealed documents endorsed on the envelope with the Tenderer’s name and the Tender Number shall be deposited in the formal Tender Box situated in the ECPTA offices at 17-25 Oxford Street, Corner of Fleet and Oxford Street, East London CBD, East London or posted so as to reach The Chief Executive Officer, P.O. Box 11235, Southernwood, East London, 5213 in sufficient time for it to be placed in the Tender Box before the closing time of 11h00 on the closing date i.e. 30th of January 2024.
