QUOTATION NO. 21/17/18- PROVISION OF SECURITY SERVICES @ UMTIZA NATURE RESERVE FOR A PERIOD OF EIGHT (8) MONTHS WITH AN OPTION TO EXTEND MONTH-TO-MONTH FOR A PERIOD OF FOUR (4) MONTHS FOR THE EASTERN CAPE PARKS & TOURISM AGENCY

The Eastern Cape Parks & Tourism Agency is seeking the services of a service provider to submit proposals for THE PROVISION OF SECURITY SERVICES @ UMTIZA NATURE RESERVE FOR A PERIOD OF EIGHT (8) MONTHS WITH AN OPTION TO EXTEND MONTH-TO-MONTH FOR A PERIOD OF FOUR (4) MONTHS FOR THE EASTERN CAPE PARKS & TOURISM AGENCY

Mini bid documents outlining detailed specifications will be made available from   Thursday, 06 July 2017 free of charge and closing on Monday, 17 July 2017 at 11h00 am. The documents can only be e-mailed to applicants upon request.

1.    GENERAL REQUIREMENTS

a)    Security services of the East London Coast Nature Reserve (Umtiza) of Eastern Cape Parks & Tourism Agency, located at Buffalo Pass Road in East London CBD

b)    Security services shall be provided from Sunday to Sunday, from 18h00 to 06h00 (including public holidays and week-ends).

c)    ECPTA will require four (4) guards per night.

d)    Security service will include, but not limited to, patrol and safeguard of Umtiza assets, premises and personnel.

e)    The guards are required to be properly trained and experienced to execute the job thoroughly. The guards should be in possession of a PSIRA Grade D security certificate (Proof must be provided)

f)     Guards are required to wear uniform at all times while working on the ECPTA premises. They will also be responsible for wearing the necessary protective gear.

g)    Leaving ECPTA premises unattended (between 18h00-06:00) would be deemed as the breach of contract. If on one (1) occasion there are no guards on site and there has been no communication, ECPTA will cancel the contract with immediate effect.

h)    The guards will be reporting to the East London Coast Nature Reserve Manager on    a daily basis or as and when it deemed necessary to do so.

i)      Shift management must be in accordance with Labour Laws and Regulations

j)      A site visitation will be conducted by ECPTA to:

a)    Validate proof of address

b)    Verify registered equipment required

c)    Verify business operation

Compulsory Site meeting

For the purpose of a quotation and orientation, a compulsory site meeting is scheduled to take place at East London Coast Nature Reserve (Umtiza) at Buffalo Pass Road, East London on the 12 July 2017 at 10:00. This will allow bidders to ask any questions and to view the building.

Commencement Date

The contract between ECPTA and the successful bidder will commence from 28^th July 2017 Till 31^st July 2018

Structure

The reserve has an office area; store room and the staff houses.

Equipment, materials and consumables

All necessary equipment and materials for the successful execution of the above security to be provided for by the contractor, which will include inter alia:

• Handcuffs
• Batons
• Torches
• Radios, etc

NB: Service providers are to supply their own equipment to do the required job of Eastern Cape Parks & Tourism Agency

EVALUATION CRITERIA

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:

A Three (3) stage evaluation process will be employed. In Stage one, all bids received will be evaluated for functionality. Only service providers who meet the minimum criteria for functionality will proceed to Stage 2 for Site Visitation. Stage Three (3) Bidders will be evaluated on Price and B-BBEE

STAGE 1

Functionality will be assessed against the criteria and weightings specified in Table 1 below. Each criterion will be scored on relevant information submitted by the bidder. The allocated score will then be added together and bidder should acquire a minimum of 70 to proceed to the next stage.

 FUNCTIONALITY

The below mentioned criteria will guide the evaluation of functionality / technical phase and bidders who score less than 80 in this phase will be disqualified for the next phase of evaluation.

ECPTA will send officials to:

·         Validate proof of address

·         Verify registered equipment required

·         Verify business operation

Stage 3

NB: Certified copy or original B-BBEE Status Level Verification Certificate/ Sworn Affidavit must be submitted to substantiate B-BBEE Status claimed. When such certificate is not provided as proof the company will automatically score zero.
