QUOTATION NO. 30/17/18- PROVISION OF SECURITY SERVICES @ UMTIZA NATURE RESERVE FOR A PERIOD OF SIX (6) MONTHS FOR THE EASTERN CAPE PARKS & TOURISM AGENCY

REQUEST FOR QUOTATIONS FOR PROVISION OF SECURITY SERVICES @ UMTIZA NATURE RESERVE FOR A PERIOD OF SIX (6) MONTHS FOR THE EASTERN CAPE PARKS & TOURISM AGENCY   -QUOTATION NO. 30/17/18 

The Eastern Cape Parks & Tourism Agency is seeking the services of a service provider to submit proposals for THE PROVISION OF SECURITY SERVICES @ UMTIZA NATURE RESERVE FOR A PERIOD OF SIX (6) MONTHS FOR THE EASTERN CAPE PARKS & TOURISM AGENCY

Mini bid documents outlining detailed specifications will be made available from  Wednesday, 02 August 2017 free of charge and closing on Monday, 07 August 2017 at 11h00 am. The documents can only be e-mailed to applicants upon request.

 

ObjectiveThe objective of the project is to ensure safety and security of staff and the organization’s assets. The reserve is situated next to the informal settlements and a number of criminal incidents have taken place. The security guards are needed to provide night services only.

 

1.    GENERAL REQUIREMENTS

 

a)    Security services of the East London Coast Nature Reserve (Umtiza) of Eastern Cape Parks & Tourism Agency, located at Buffalo Pass Road in East London CBD

b)    Security services shall be provided from Sunday to Sunday, from 18h00 to 06h00 (including public holidays and week-ends).

c)    ECPTA will require four (4) guards per night.

d)    Security service will include, but not limited to, patrol and safeguard of Umtiza assets, premises and personnel.

e)    The guards are required to be properly trained and experienced to execute the job thoroughly. The guards should be in possession of a PSIRA Grade D security certificate (Proof must be provided)

f)     Guards are required to wear uniform at all times while working on the ECPTA premises. They will also be responsible for wearing the necessary protective gear.

g)    Leaving ECPTA premises unattended (between 18h00-06:00) would be deemed as the breach of contract. If on one (1) occasion there are no guards on site and there has been no communication, ECPTA will cancel the contract with immediate effect.

h)    The guards will be reporting to the East London Coast Nature Reserve Manager on     a daily basis or as and when it deemed necessary to do so.

i)      Shift management must be in accordance with Labour Laws and Regulations

j)      A site visitation will be conducted by ECPTA to:

a)    Validate proof of address

b)    Verify registered equipment required

c)    Verify business operation

 

Commencement Date

The contract between ECPTA and the successful bidder will commence from 14th August 2017 Till 15th  February 2018

 

Structure

 

The reserve has an office area; store room and the staff houses.

 

 

 

Equipment, materials and consumables

 

All necessary equipment and materials for the successful execution of the above security to be provided for by the contractor, which will include inter alia:

  • Handcuffs
  • Batons
  • Torches
  • Radios, etc

 

NB: Service providers are to supply their own equipment to do the required job of Eastern Cape Parks & Tourism Agency

 

 

EVALUATION CRITERIA

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:

 

 

 

 

 

 

STAGE 1- PRE-QUALIFICATION

·         Company must be PSIRA Accredited ( Failure to provide company’s PSIRA certificate will result in bidder being disqualified)

·         Company must provide Four (4) Grade D PSIRA accredited guards plus 1 guard who may relieve them on duty (This will be verified on site visitation)

·         Proof of local Address (Bidders must have offices within the Buffalo City Municipality. (This will be verified on site visitation)

NB: Certified copy or original B-BBEE Status Level Verification Certificate/ Sworn Affidavit must be submitted to substantiate B-BBEE Status claimed. When such certificate is not provided as proof the company will automatically score zero.

The closing time for submission of tender offers is 11h00am on 07 August 2017. Telephonic, Telegraphic, Facsimile, Emailed and Late Tenders will not be accepted.
