ECPTA hereby invites quotations for The Rehabilitation of Borehole and Water connection to forest houses at Dwesa Nature Reserve

A compulsory briefing meeting will be held at Dwesa Nature Reserve on Monday, 02 December 2019 at 11h00am. Failure to attend the compulsory briefing meeting will result to immediate rejection of the bid.

 Mini bid documents will be available from the 25th of November 2019 free of charge. Documents can ONLY be emailed to applicants upon request.

Sealed Quotations endorsed on the envelope with the Bid name and the Bid Number shall be deposited in the formal Tender Box situated in the ECPTA offices at 17-25 Oxford Street, Corner of Fleet and Oxford Street, East London CBD, East London or posted so as to reach The Chief Executive Officer, P.O. Box 11235, Southernwood, East London, 5213 in sufficient time for it to be placed in the Tender Box before the closing time of 11h00 on the closing date i.e. 17th of January 2020.

 

EVALUATION OF QUOTATIONS

 A three stage evaluation process will be employed. In Stage one (1), all bids received will be evaluated on pre-requisites, only service providers who meet the prerequisites will be evaluated in Stage two (2) for Local Production and Content. Bidders who meet the local content requirements will further be evaluated for Price and BBBEE in Stage three (3) in accordance with the Preferential Procurement Regulations of 2017.

STAGE 1- PRE-REQUISITES

a.Locality of the bidder (Local Economic Development)

Bidders must reside in the Eastern Cape Province to be considered for this bid. Proof of address must be submitted in one of the following documents:

  • Lease Agreement,
  • Utility Bill,
  • Municipal Rates clearance, or
  • Municipal Account
  • Letter from the Ward Councillor

Failure to submit proof of address as indicated above will lead to the immediate disqualification of a bidder. In the case where the bidders are in a Joint Venture or Consortium, the proof of address of the lead partner will be considered. Bidders must submit the Joint Venture Agreement in case of a Joint Venture or complete the consortium declaration form indicating the lead partner.

b.Company Experience

Bidders must have at least three (3) relevant projects in solar borehole pumps and water and – related installation and /or maintenance completed  projects.

Proof of projects completed must be in the form of Reference Letters, Letters of award, Service Level Agreements. Proof must have company name, contact person and details, Scope of work, year and duration of contract.

 c.Bidders must have attended one of the short courses in any of the following:

(i). Boiler Water Treatment – Chemical Dosing and Control Systems for Scale and Corrosion Control, or

(ii). Cooling Water Treatment – Chemical Dosing and Control Systems for Scale and Corrosion Control, or

(iii). Chiller Water Treatment – Chemical Dosing and Control Systems for Scale and Corrosion Control, or

(iv). Filtration Processes, including, but not limited to – Sand Filtration, Multi-Media Filtration, AFM Filtration, GAC Filtration, KDF Filtration, Birm Filtration, Green Sand Filtration, Cartridge Filtration Systems, Micro Filtration, Nano Filtration, Ultra Filtration, Reverse Osmosis, or

(v). Sanitation Processes such as UV, Ozone, Chemical Injection Systems, etc.

(vi). Solar energy installation (Pumps, lighting etc.)

(Proof to be submitted in the form of certificates of attendance / completion, testimonials, etc.)

NB: Failure to submit any of the above will result in disqualification of the bid.

 

STAGE 2- LOCAL PRODUCTION AND CONTENT

  • Bidders must declare the local production and content as per the requirement of SBD 6.2
  • The minimum requirement threshold for Local Production and Content is 15% for solar borehole pumps and 40% for inverter as detailed in the Bill of Quantities and in SBD 6.2
  • NB: Bidders who comply with the local content threshold will be evaluated for price and B-BBEE.
  • Bidders who fail to obtain the minimum local content threshold will be rejected and not evaluated further.
  • Bidders must submit a fully completed annexure C,D and E local content declaration forms

STAGE 3- PRICE & B-BBEE

Price and B-BBEE points will be calculated as described in the Preferential Procurement Regulations of 2017. SBD 6.1 form must be used to claim B-BBEE Status level of the company.

Certified copy or original B-BBEE Status Level Verification Certificate/ Sworn Affidavit must be submitted to substantiate B-BBEE Status claimed. When such certificate is not provided as proof the company will automatically score zero.
